Makes sense I get what you mean =] I guess a number of 4 or more people willing to be a certain race in one town would be a good number for it to qualify for a new race.
But it is true that people may make 'towns' just so they can have their race =P

We could have it so you dont have to a have a town for a race, but the grander the places that race was affiliated with increases that races strength. this would be kind of like a god temple relationship.
Of course we would need a neutral party to asses them and draw aline between what people can do with the power they have.

Yeah, there is the whole half ass thing, but the races/classes would be setup by moderators, so we could deem a city unfit for the privileged if it's piss poor.

Or like shadow said, for players they would need a certain amount of people to get the race they agreed on, or they could join up with a moderator city lol. idk.

You could add like...animal races...maybe you could be half of normal size and have slowness, but be stronger and hurt less.

Alright, since we've just about laid out how Races are going to be made available, I'll just put up some of Dravic's old races to help give people an idea of what we're shooting for...
-Lizards-
Essentially Skyrim's Argonians - were able to breath water, and I believe were more agile, but suffered from 'fatigue' (they mined slower).
-Felines-
Weak, but extremely agile.
-Elves-
Something like a lesser version of Felines - not nearly as agile, but stronger.
-Pure Tinies-
A race that is forced to be at 0.125x, but get a ton of bonueses (such as Strength II, and I believe some Resistance...)
-Pure Giants-
The opposite of pure tinies, usually have more Resistance than Strength bonuses.
-Sea Creature-
A very unique race, originally only found around Lacus. These creatures were able to breath water, but were almost completely blind. However, what they are able to see, they can do so clearly due to their powerful night vision bonus.
And... besides a few special races that I think required redstone clocks (vampires and werewolves, which had pros and cons during day and night), I think that's it. ^u^

I'm brushing off this thread to take note of a few ideas that can serve us later for our cite-state model which, I'll be honest, has a great viability of becoming reality (since at least at first, it wouldn't pose as many technical challenges to overcome). ^^
We will see about dissolving all existing Minecraft scoreboard teams, and replacing them with city-states that can have their individual fund pool. ^^
